The really short version being that Google Pagespeed is more about a technical-score, rather than a true reflection of your site's performance. We'd recommend using something like https://tools.pingdom.com/ to get a more accurate value on this - making sure to select a local test source.

Remember also that it's the Time-to-First-Byte metric that's most important, which is why cheap off-shore hosting is so harmful to your search rankings. The faster your site the better the user experience, lower your bounce / exit rate which translates into both stronger search rankings and more conversions - so even fast hosting that's overseas to save you some coin, is likely costing you more than you may think.
